Project Overview

Joseph Gallagher were contracted to deliver the enabling works and road works package for a new residential development in Bishops Stortford. The package comprised of detailed design (based on a novation agreement), phased construction delivery and the preparation of a 13-acre brownfield site within Phase 1 of the development.

The design for the works was novated by the main contractor to Joseph Gallagher who were then responsible for completing the final design and implementing the utility diversions.

Challenges

Working within a live railway station car park presented one of the most significant challenges on the project. However, this was effectively managed through robust safety measures that ensured the site remained safe at all times. Detailed traffic management plans, clear pedestrian signage and communications, and daily site briefings supported the team in managing both public safety and vehicle movements during critical works.

Preparing the 13‑acre brownfield site was also far from straightforward, as the land supported several nesting birds and protected species. Ecologists were employed to carry out surveys and monitor the area prior to and during the works, ensuring that all habitats and species were protected and rehomed where necessary. This information was communicated to the local community to reassure active interest groups.

As part of the site clearance, scrub removal and hypodermic needle collection were completed before the main earthworks commenced. During the bulk excavation, material was pre‑screened and subjected to WAC testing to identify contaminants. All contaminated material was segregated and disposed of responsibly via a licensed waste contractor. Where possible, excavated spoil was retained and treated on site to reduce the project’s carbon footprint.
